Art. 2893. Any person unable to prove that he is a citizen, and
eligible to vote in the election district in which he resides, shall
not be entitled to the bounty for voting at any one of the general
elections in the district; but any person otherwise eligible, and
present in the election district, and entitled to a vote at such
election, shall be entitled to the bounty for voting at such election,
provided that he shall be entitled to the land and houses, if they
have been abandoned, when offered for sale to the highest bidder,
after deducting the expenses of collecting, selling, and distributing
